Of all the industries that are regulated, only the adult industry has been subjected to regulations with criminal penalties without one hearing being held or one discussion with the target industry being held BEFORE the regulations were promulgated.

The result was regulations that are beyond inane and so confusing that even the government attorneys cannot explain their purpose.

Jeffrey's use of the term "utterly stupid" was in all likelihood a toning down of what he really thinks of this useless and abusive law. Indeed, one could not heap enough invective upon those who wrote the language contained within it.
