Yes you can. Our site is currently in English and Spanish but we are (as we speak) having our full template set translated into other major languages.
We also have multiple alternative billing methods in place to bill international members.
If you want to target your links, for example to search results, yes you can do that by adding a parameter in the link OR just let the geoIP do its job for you
