Well speaking personally, I think it would be a decent idea frankly. You know some people dont distinguish between "teen (18 and 19)" and "young teen", which is nothing but bad.

You can vote here at 18, but cant drink until you're 21. There is talk now of raising the age at which you can buy tobacco products from 18 to 19, so there is less smoking on high-school grounds. Mainly the local govnt. thinks it will cut down on 18 yr old seniors distributing smokes to younger kids.

Anyway, not a bad idea, but it'll never happen legally, so shooters would have to do it manually.
