Can i just call my CC company and file a dispute without any legal ramifications because of their bankruptcy status?

Yes. It's easy to charge-back for services or product never delivered. Make your written request short and to the point. Don't even mention bankruptcy. Product ordered, not yet delivered, order cancled, charge-back requested.
