It worked for Clinton only because he left before the North Koreans told us they lied to him, and were making nuclear weapons. He left before Al Qaeda, emboldened from us running when the shit hit the fan in Somalia, flew planes into our buildings. He left before our degraded intelligence capablities, screwed us in Iraq. But, yeah, it worked for Clinton, just not the United States.
