I looked high and low a few months back and by far the best I cam accross was websitescreenshots.com/ . That must be a new version as the one I have is strictly a console app.. but that version has command line capabilities as well so it's probably what you're looking for.

What I had to do was use php to pull all the urls i wanted from a db and write them to a batch file with the proper arguments. Also, turn javascript off in IE before you run the batch file or you're going to get popups.
