I'm having great luck with the folks at
www.cheapbw.com. Servers are fast, you can do .htaccess but no server-side scripting, and it's pretty cheap. Several minor support emails have been swiftly and helpfully answered.
I think these guys have a relationship with xfreehosting, which IMO rocks pretty hard in the free-host category -- I've got a couple of freehosted sites that have been up solid for eight months or so with no bullshit. However, for all the obvious reasons I'm finally easing even my first sorry-ass newbie efforts over to paid hosting. I think the thing that finally tipped me over the edge was discovering that I had a site in a number four spot on Google coming up under the title: "Free Penis Enlargement"....
