Because they want them made public. When pro sports unions/players associations were formed in the 1960's that was one of the first things they took care of. Before the owners would keep what they were paying each player a secret, they would intimidate players into keeping their salaries a secret from the other players. If one player knew the other player who wasn't as good as he was was making 50,000 and he was only making 35,000 he'd be demanding with good cause to have his salary doubled to 70,000. That all changed with the public disclosure of salaries. For better or worse.
It's now part of the problem though. All it takes is one stupid owner to give 14 game winner pitcher 15 million dollars, then every 14 game winner demands 15 and a 20 game winner demands 20 million. The players associations love this, one owner desperate for a winner, sets the new market price.
I see it getting a little better, i think some sanity is at least starting to show.
