The only thing that matters is content... if you have a bunch of sites that are exactly the same then YES YOU WILL BE PENALIZED... but having lots of sites on the same ip does not matter. It's common.... A bunch of fake tgps are not considered duplicate content typically because if you use alt tags and rotate the galleries then it's statistically impossible to have the exact same content.
