If you hire a model (say 25 w/ full ID-2257docs) to stand or walk outside fully dressed (not in view of the public), and you walk by and touch her inappropriately as a fantasy and get an acted reaction, (just touch her breast or butt etc), it becomes illegal. If you do it indoors it's fine.

More..(this is where it becomes funky) If you have a suck/fuck scene of the same model then the outdoor material could be processed but the scene alone can not. Figure that shit out.
