I also don't live below sea level, and did not get water during Camille. My area had no flooding in the entire history of records and being outside the 500 year flood plain people here were not eligible for National Flood Insurance prior to Katrina.
Although I had the means to rebuild so many people around me are still waiting on grants for those who's insurance companies screwed them. The site where you were able to check the status of your grant has removed the link to do so and still has the blurb from last year saying that programs for renters and uninsured will be coming.
Promised money to help communities rebuild has not been delivered, and millions in donations received after the storm are still being held so the government is still screwing up Katrina. I have to travel many miles out of the way to visit neighboring cities because major bridges are still sitting in ruin with no set date for repairs because they are waiting on the funds to be released. Since Bush got on national TV and declared that what was needed would be provided yet it has not happened I surely do land it squarely on his doorstep, although not solely. The only interest the administration currently has in the Gulf Coast is drilling offshore for oil.

Perhaps the money they did receive for repairs were squandered on corrupt politicians in the Big Easy. Just like the money that was sent to secure the levies. The government machine was built a long time before GWB got in office. Google Rocky Mount, Clinton and Fema, and you will see the same complaints from years ago.
