I don't think it's a bad idea at all. The people saying it is are probably working on a site like it right now. Don't give away too too much from each site, but give them more than TGP galleries would. paysitepreviews.com or something, I can see joining it as a surfer. And I can see upselling to a paysite if it's good enough. This would be a good site to promote to experienced surfers, like TGP traffic.

DynaSpain, that's just another review site, his idea is much better.
