I know enough in regards to the history of it. That portion does not matter in reality. It was turned into a children's holiday. Yes I saw the rules slowly creeping up as a kid myself. Fear of unwrapped treats just started to get off the ground. Latter on wear reflective tape. Then well then it just got silly, like I really would want to put my candy in an x-ray to ensure there was no pins or razor blades in them or whatever.... Just to get some tasty irradiated candy.
Aside from going in groups and wearing reflective tape I can not see one single valid reason behind the "rules and fears". Tape is good because yes some kids can and have been hit by cars (often drunk party goers). Everything else has just been fear mongering and BS though.
