If she had placed the model in the center the model would have had
a building coming out the top of her head and the hair light wouldn't have
been nearly as effective.

Typically the eye looks at a photograph left to right much like when reading
text on a page unless there is someting " eye catching " that draws the viewer directly to it. There is nothing wrong with placing the main subject off center and especially to the right as long as there is something to fill the space and in this case the background does that.
dont move her, just move the lens a little to the right, ..think the background is nice, but it is just that..a background, not what the photographer really want us "the viewer" to look at, which is also why the background is metered lower than the foreground, we dont want the background to take away from the actual subject of the photo..
