Like I said before, the quotation marks are intended to convey the dubious nature of this type of "respect". In this industry, many gain "respect" not through success, hard work or talent, but through popularity and the ability to be associated with those who actually do achieve things.
The ones who cheer them on, though, quite often are real webmasters, some successful ones even. Particularly if the person in question is a woman, there are very few people who dare say that the emperor has no clothes.
