It's only idiotic if you're dumber than he is.
Jugments in one state are not enforceable in another state. That's why a state has to petition for extradition of a criminal. The other state can refuse to prosecute the fugitive and also refuse to turn him over to the other state.
It just doesn't happen in most cases because all states want justice and they want the favor returned to them when they are trying to catch a fugitive.
Get a drunk driving conviction in one state and in most cases you can go to the next state and get a clean drivers lisence. (some states have agreements to stop this but they are in the minority)
The judgement has to be in "Federal Court" to be enforced across state lines.
Ever see the movie "The Onion Field"...Cool movie about murderers fucking up bad because the didn't understand laws about crossing state lines.
It's a true story too.
