You should because many are. Granted there are a few Russian webmasters that are legit. However, there is a reason most sponsors don't accept webmasters from Russia with out a referral from a well known company.
I should not comment on this Russian issue much more because last time I did I got an ICQ telling me to shut up or the mafia would find me and kill me. Seriously. HAHA
