no idea, but they did find $700k at the guys apartment. It appears he and the loadmaster conspired to do this on more than one occasion. My guess is they pencil-whipped the orders and manifest to fly to Germany, which is why they were tried in civilian court. He was, in effect, a civilian who was stealing U.S. government property in which to commit a crime with. That puts him in the jurisdiction of the District Courts (federal).
