They do it for three reasons..

First.. they generally have nowhere to be at any particular time. No job to go to, no restaurant reservation to keep, and no appointments scheduled (they generally just show up when they want at the welfare office and the free health care clinic). They know that when they get to the bus stop they'll have to wait anyway so why rush?

Second... they are a little smarter than they appear. After 400 hundred years of the white man stepping on the back of their necks, using and abusing them, they have finally found the ultimate revenge.... when in front of the white man, walk real fucking slow and make him late for his appointments.

Third... it doesn't fit with their culture. The fat black woman can't walk fast. She is sexy and likes her figure. A brisk paced walk would burn more calories and cause her to lose some of that booty! For the black male, he has to personify a badass thug personality. Walking fast would indicate that he is either subservient or afraid of the man. He either needs to get to an appointment with whitey, or he needs to get away from whitey. Either way.. whitey isn't getting one over on him, so he walks super slow!

Aside from walking slow.. you ever notice how slow they are when they actually get a job either at the grocery store or the fast food joint?? Most of them actually have the nerve to bitch about getting paid minimum wage, and they aren't even worth that much when you look at their productivity!
