The bill goes to the president, he vetos the minimum wage part and approves the budget only the party in charge wants. Line item veto would be abused in any administration, let alone a single party one.

As far as I know line-item veto is a reality since clinton was in office. He even used it a few times. Bush I don't think has used it (probably because his party controls both houses of congress).
