I think the Weather people underquoted the speed of the typhoon winds. In CNN and other news agencies, the winds went as high as 200 kph according to a major news network there (GMA Network News).

The rain and the wind had ceased at around 4:30 to 5pm. The real problem was the devastation it had caused. Most of it had to do with goveernment recklessness. The towering billboards didn't follow the proper construction regulations such that they were built too close to the freeways. It was only during that time that the agencies involved realized that they were too close to the road. Tsk Tsk Tsk...
