Our leaders don't expect to win the war. They expect to win elections and they have done that. During this war they've managed to replace 30% of voting machine and put them into the hands of two individuals that own the voting the machines and support Dubya.
This war will continue on forever. The leaders don't have a desire to win the war because it can't be won. They do desire to profit from it as much as possible and they're doing a great job of that.
