#1, under 18 an no nudity is legal in most countries. However if she is posing suggestive or in a way that leaves her privates viewable through the fabric of her clothes, it is illegal. Think camel toe... (the original kind)
#2, under 18 and in Germany you can show boobs. Lots of other countries too.
