It's a known marketing "practice" with these scuzzball collection/informer agencies...it's the bait and switch. They bait you into unknowingly admitting to something you didn't do and talking you into their consultations to rectify it.

Definitely BS if never served the paperwork. They've probably been doing this with every single business owner/individual they notice that's net savvy...as like babymaker mentioned, 90% of people online at one point has downloaded illegally from p2p networks.
