The reason is listed in the wikipedia entry I linked to:
"Such domains are rare, as on December 1, 1993, IANA explicitly reserved all single letter and single digit second-level domain names in the TLDs .com, .net, and .org. This was done in case the registries for these domains became overloaded."
If that happened, one possible solution would have been to allow people to register domains under things like
domain.a.com (compare: .co.uk), so these domains were reserved.

No, those domains were already registered before 1993, and were sold off by
the owners.

Yes, it was proposed, but no final decision has been taken yet.
But, if they will be auctioned, yahoo.com wants y.com, overstock.com wants o.com, etc. And believe me, they'll happily pay top dollar to get those domains.
