I dunno, but most of us emulate the dresscode of the people around us, our peers. As for oversized clothes - that became a style in the ghettos as a result of hand-me-down clothes. When you're poor, you can't afford new clothes so your parents make you wear your older brothers' clothes. Those clothes are always too big for you. Instead of feeling shame and humiliation, they turned it into a style. The same for wife beater shirts and khakis. At a time those were the cheapest clothes one could buy.
