First time clients, money upfront or at least a deposit is always expected. For established clients I am rarely concerned with it. I ussually do the work and they pay me afterwards. Though a few pay first, then take forever to get me the details. I actually have to remind a few to get on the ball since I already have their money.
Screwing someone for 25.00 though is fucking low. Even if they hated the result and you followed specs given. I would expect them to at very least offer partial payment for taking up your time.
People often expect designers to be psychic. You can ask them what color schemes they may like, any feel or mood they desire, sample sites that they like the for inspiration, and what not and the client often responds with a I dunno answer. Kind of annoying actually.
