Click Start, Run, and type "gpedit.msc" (but don?t type the quote marks.)
This opens up the Group Policy Editor snap-in.
In the left panel, expand Local Computer Policy : Computer Configuration : Administrative Templates : Windows Components : Windows Messenger.
This will bring up a screen that looks like Figure 2.
In the right-hand panel, double click the settings
"Do not Allow Windows Messenger to Run."
"Do not automatically start Windows Messenger initially"
Click Enabled, and then click OK.
Close the Group Policy Editor.
Got it. Completely disabled.
