Interesting, but not surprising.
"Dozens of residents of the town of 1,500 had demanded Police Chief Tod Ozmun resign, and the district attorney recommended an obscenity investigation, but the City Council decided last week that the pictures were protected by the First Amendment."
The only reason it went that far is because she was the wife of the chief of police. Citizens expect any member of law enforcement (and their spouse in this case) to be upstanding members of the community on an ultimately high level.
Also consider that this position involves a lot of politics. The chief of police is either elected by voters or appointed by people who were elected. In politics, anything goes.
