If its just an ip address, try looking it up at the following registries:

http://www.arin.net/whois/index.html (Americas)
http://www.ripe.net/perl/whois/ (Europe,Africa,Middle East)
http://www.apnic.org/search/index.html (Asia,Pacific)

You will get the company that is assigned the ip block of the address. In most cases this is a hosting company, but it could
also be the owners of the site depending on how big they are.
