Postal Inspectors are a great source for the federal government because the rules of the mail allow them to open and inspect packages without a warrant. No probable cause required, just "random checks". It stands up well in court, there is no privacy in your mail in reality.
Otherwise, the feds would have had to builda whole case up and get a judge to sign off on a warrant. Can you imaging the work otherwise? Postal Inspectors are like a free pass.
