Both.
The most logical alternative theory is that a plane other than a 757 was fitted with a missile. This way spectators will report seeing a plane, and they can also accomplish maximum damage.
Many spectators claimed to have seen a small plane. This goes with the theory that a military jet was painted to look like a commercial airline.
