the blanket ban approach well maybe affective to kill a large amount of fraud, also kills some good business - I've had fraud happen from webmasters in USA and Canada also, as I am sure many program owners have - focus on profiling by individual and work from there
your free todo what ever you want - if you don't want to deal with certain countries - thats cool - I'm just laying out how I work and approach this biz
