Well you are in luck, I was hired by a company to develop almost exactly what you are looking for. I did it using Mambo, which is a free content management system. In addition, I had it plugged in with paypal for monthly based recurring subscriptions. And it worked! Unfortunately, the company changed gears and I had to take the site down.
