Correct.
I've had a similar experience, and it went longer than 4 months. I remember when they would get close, they kept making these grandious "announcements" that it was the "final reveision" or version.
I always chuckled at first. But then was usually enraged as there was more shit that needed to be fixed. A lot of times they would take liberties changing things I did not ask for, and would have to change it back. A lot of "family emergencies" and internet issues.
I find those annoying. My lifeblood's the web. I have a T1, and cable in my office so if one's down, I flip the router, and get back to work. But like you, I am planning something new, and big. I've become experienced in my meetings seeing who is completely full of shit before dropping thousands of dollars, and signing a continuing support contract.
Finding a good programmer for your work, who will get it done right, AND on time is like mission impossible. Regardless of what you pay them.
