theres this thing called gravity plus the fact that theres other parts of the fence still tied on that brings it back down to where it was before. the cop either was too stupid to drive thru or he just didnt want to scratch up his car.

mmh couple of things.. the grill is attached to something... even if its not attached at the bottom, it as to be attached at the top or on the side... If it is, the grill would have bent... it cannot just snap back without any distortion... second... if the grill was that loose, the cops there aren't stupid enough to not check it out and then call it a mistery.. common.. I know some of you desperately want to find an explanation but let's keep it logical..
