Most places have laws if you hit ananimal you have to stop. Not knowing you hit the cat does not work as a defense for this. Even if the cat was in the street and the neighbour's daughter was speeding the neighbour's daughter is again in the wrong. You have witnesses, go to the neighbor and ask them to pay the vet bill. If they do not offer to pay the bill sue them for the money. Their insurance should cover it.
