Why not just give him the money. Not loan. Give.
If you can't afford to lose it than don't offer to loan it.
If he does not pay it back you will most likely no longer be friends or will at least sour your relationship.

Have you ever borrrowed money from a friend when you were flat broke?
I did once, I was flat broke and borrowed $200 with easy terms.
Guess what that loan payment was low on the priority list.
Yes I paid it back but it was not something I would do again.

Your friend may have had a similar experience and does not want to risk your friendship.

Even if you do just give him the money he may not want to feel like he always owes you so either way it puts him in a bad position.
