Fuss fuss - all anybody thinks about is terrorism.. it inhibits real crime.

Look - the guy needs to do a hit, so he's got some cheap explosive. Why can't law enforcement understand there is more to life than putting money in their pockets? Other folks need to earn a living as well - and some happen to be hitmen. No biggie
