If Nagin's city was all CLEANED and they simply werent REBUILT yet, then yes he has a point. Otherwise no, he's a dolt

I think N.O., the state of LA, and the Feds have shown they dont know how to work together to get a task done. So I dont lay 100% on him. But to make an excuse (or try to draw a parallel like that) is not how to get things done. It's how to justify things not being done. Bad move.
