I'm not sure of the context he used it in, but to be fair, he's not entirely wrong. That's not a slap at NYC either, but the WTC owners and those directly involved.
Think about it. While 9/11 was undoubtedly one of the worst tragedies in world history, how many blocks need to be reconstructed? Katrina was a natural disaster that leveled the entire city. Has reconstruction on ground zero even started yet? I think that was more his point.
So, I can see his point if he's criticized for not rebuilding NO in a year. It might not have been the most tactful comparison, but take that away, and I have to somewhat agree with him.
