How can you equally compare a site that requires someone to spend money vs a site that does not require money to be spent for you to get credit for the signup. If anything my results have shown no load (no money spent, just a credit card signup) will convert 3 - 4x better then a similar site that requires the person signing up and spend $25 etc.. before you get paid.

It is actually the opposite of the example you gave.
