They held back because they would have been trashed by the rest of the UN for hurting 'civilians'.
They were held back at every turn - what sort of victory is that for the terrorists?
They hid behind civilians like the cowards they have proven to be again and again. It amazes me that these assholes get any support.

OK.. Try this one. What's is/was the problem "defeating" the IRA, ETA etc - or what was the problem when Russia ventured into the Middle East? Depending how it plays out, - what may be the problem for the US in Iraq?
Russia spent 10 years trying to make headway and it never happened, but did cost in troop deaths and injuries. History has never been anything other than a "non event" when throwing conventional forces against guerilla action.
It can be debated as to whether Israel "held back", tho little doubts any option of an early ceasefire was delayed/obstructed in an effort to shell as long as possible, and they were still pounding Lebanon up to the time of the ceasefire.
Sure terrorists have and can be accused of hiding behind civilians and blowing them up. Has it ever been any different with ETA or the IRA? The reason they get support is others on the ground - ie the public, are the witnesses to whatever action. In Hezbollah's instance, there is more support than ever now. Who would have thought anyone would support the IRA? People do - and among supporters are not only those in Ireland, but on the US side where they were even fundraising efforts and entertainment laid on by the govt
