Every post I notice from you is arguing with someone that stands up for their rights that are being violated in one way or another. In just about EVERY location in the US you can walk around either topless or topless as long as your nipples are covered. There is no law to stop her from walking around in nothing but pasties, she could even add a 1 inch strip to cover her genitals and walk around bottomless as well.
