Umm its an extra 2.00 for all free signups. If it then converts you still get your normal commission. Lots of people get lots of free signups and dont get anything normally. This is a promotion. So now your free signups you make AT LEAST 2.00. If they convert to a paid user then you get EITHER your pps, or your revshare.
