OK.. forgetting this incident which seems minor - are there no laws allowing a civil arrest and detainment for .. dunno, public disturbance until law enforcement take over?
It's ironic kids conduct armed robberies and end up in juvenile hall for a week and back on the streets to the same environment where they thought it was a good idea to commit robberies. There's obviously a problem someplace - and maybe with parents - who knows.
Makes one hell of a difference depending on a kids environment/lifestyle - it's not exactly "normal" for children to behave like that.
