I thought so too, until I moved to the US.
Shit, just to go to the store you need to drive because the distances are so damn long for EVERYTHING you do.
Personally I think it is irresponsible to let 16 year olds drive, but on the flipside, what are they to do? The public transportation system here sucks ass, everything is MILES away and mom and dad will not drive you everywhere as they have work to attend to.
That said, kids cannot go to war and die for their country before they are 18. And they cannot drink alcohol until 21 - so.............
PS. I do love living here, I am getting accustomed to the abnormalities...
