They may not be 'squatters'. Unless the law has changed recently, they have to be provided with camp sites. Those sites don't need to amount to anything more than a clear space and a couple of taps, but that depends on the council in question. The best known gypsy site in London is/was a space underneath the M40 at the junction you take to get to Shepherds Bush.
BTW gypsies have a couple of big fairs every year (one place I believe is Stow-in-the-Wold in the Cotswolds) where they meet up to trade horses etc. There will always be exceptions, but since many make their living breeding horses and horses are very much still a part of their culture, most are likely to care for their animals, in practical if not cosmetic ways.
