It all comes down to money. Every child may deserve a good education, but the fact is that school districts with a lot of low income areas are not collecting enough in property taxes to fund their school system.
Look at the money spent per student reports. If it's nothing but upper middle class to high class, then the facilities and teachers will probably rival that of a private school.
Another thing to consider is that it is the primary choice of every teacher to work with upper class white kids. The closer the school is to that situation, the better the teachers will be. Ask yourself how good a teacher is that can't get out of a school filled with rowdy soon to be dropouts.
