Best: Hands down, no competition, Theodore Roosevelt

Worst: LBJ - Vietnam belongs to him...eventhough Kennedy had placed a good amount of advisors in S. Vietnam and Eisenhower before that put a few advisors...the escalation and mess of Vietnam really gets placed on LBJ's head.
